30-Day Notice of Proposed Information Collection: Race and Ethnic Data Collection

HUD is requesting OMB approval to reinstate, without change, its Race and Ethnic Data Collection (HUD Form 27061), which all HUD program offices use to collect race and ethnicity data on populations benefiting from HUD funding as required by Title VI of the Civil Rights Act and the Fair Housing Act. This is a 30-day public comment notice under the Paperwork Reduction Act, following an earlier 60-day comment period published June 12, 2026. PHA staff should note this affects reporting requirements tied to HUD funding but does not itself impose new program rules.

Revision of Operations Notice for the Expansion of the Moving to Work Demonstration Program

This notice revises HUD's Operations Notice for the Expansion of the Moving to Work (MTW) Demonstration Program, which was last published August 28, 2020 with technical revisions in March 2025. The revisions cover funding flexibility, program administration, special purpose vouchers, and multiple MTW waivers in Appendix I and II, including changes to stepped rent, imputed income, work requirements, and local non-traditional activity limits. HUD is soliciting public comments on these revisions, with a 60-day comment period followed by an additional 30-day period.

Demolition and/or Disposition of Public Housing Property, Eligibility for Tenant Protection Vouchers, and Associated Requirements

Interagency Rescission of the Interagency Statement on Special Purpose Credit Programs Under the Equal Credit Opportunity Act and Regulation B

Multiple federal agencies, including HUD and DOJ, jointly rescinded the 2022 Interagency Statement on Special Purpose Credit Programs Under the Equal Credit Opportunity Act and Regulation B. The agencies state that creditors may not discriminate based on prohibited characteristics and should not rely on the rescinded statement or related guidance going forward. This matters for PHAs and housing entities involved in lending programs because prior guidance permitting certain race- or sex-based credit programs is no longer valid, and all special purpose credit programs must now comply with ECOA, Regulation B, and the Fair Housing Act.

HUD's Implementation of the Fair Housing Act's Disparate Impact Standard; Amendments to HUD's Title VI Regulations

HUD is proposing to remove disparate-impact liability provisions from its Title VI implementing regulations at 24 CFR part 1, aligning them with DOJ's revised Title VI regulations and Executive Order 14281. This supplemental notice also reopens the public comment period on HUD's January 2026 proposed rule that would eliminate HUD's disparate-impact regulations under the Fair Housing Act. PHA staff and other HUD funding recipients should be aware that if finalized, this rule would narrow the conduct prohibited under Title VI to intentional discrimination only, potentially reducing compliance burdens. HUD is requesting OMB approval to continue the Management Review for Multifamily Housing Projects information collection (HUD Form-9834) and the VAWA Lease Addendum (HUD Form-91067), used to evaluate project management and inform tenants of their VAWA rights. This is a 30-day public comment notice under the Paperwork Reduction Act, and PHA staff, mortgagees, and contract administrators use these forms for project oversight and compliance monitoring. Comments on the proposed collection are due by September 3, 2026.

HUD is requesting OMB approval, under the Paperwork Reduction Act, to continue using the Housing Discrimination Complaint Form HUD 903, which FHEO uses to collect information from persons filing housing discrimination complaints under the Fair Housing Act. This is a 30-day public comment notice, following an earlier 60-day comment period, and does not create new PHA obligations but informs the public of the ongoing data collection. Comments on the collection's necessity, accuracy of burden estimates, and ways to improve or reduce burden are due by August 31, 2026.

Request for Applications under the Moving to Work Demonstration Program: Overall Impact of Moving to Work Flexibility and Administrative Efficiencies (Additional Agency Selection)

This notice announces the process for HUD to select one additional public housing agency (PHA) with 1,000 or fewer combined public housing and HCV units to fill the last remaining slot in the Moving to Work (MTW) Expansion's MTW Flexibility II Cohort.
