National Standards for the Physical Inspection of Real Estate: Scoring Notice

This HUD notice requests public comment on three revisions to the NSPIRE Scoring Notice: a revised compliance date for new affirmative requirements, a correction to the unit sample size table, and corrections to calculation examples. Beginning October 1, 2026, deficiencies under the new affirmative requirements (such as fire-labeled doors, GFCI outlets, guardrails, HVAC, and lighting) will count in a property's inspection score for Public Housing and Multifamily Housing. PHA staff should submit comments by November 30, 2026, and review the corrected Table 9 sample sizes and example calculations.

Implementation of National Standards for the Physical Inspection of Real Estate Administrative Procedures for Voucher Programs

This notice extends the deadline for PHAs administering Housing Choice Voucher, Project-Based Voucher, and Section 8 Moderate Rehabilitation programs to implement NSPIRE inspection standards to February 1, 2027. It clarifies which NSPIRE provisions are excluded from the extension, updates HUD notification requirements, provides guidance on variation and alternative inspection method requests, and informs PHAs that HUD is no longer developing a software application for voucher program inspections. However, deficiencies in these areas must still be cited during inspections and mitigated according to the applicable severity timeframes.

This notice extends the compliance date for new NSPIRE affirmative requirements (such as Fire Labeled Doors, GFCI/AFCI, Guardrail, HVAC, Interior Lighting, and Minimum Electrical and Lighting) until October 1, 2025. Until that date, properties that fail to meet these new requirements will not have points deducted from their inspection scores, though such defects will be flagged with a caret symbol. This applies to both Public Housing and Multifamily Housing programs and does not affect traditionally non-scored defects like smoke alarms, carbon monoxide devices, and handrails.

Implementation of National Standards for the Physical Inspection of Real Estate (NSPIRE) Administrative Procedures for the Housing Choice Voucher (HCV) Programs, REVISION 1

This notice extends the compliance deadline for PHAs to fully implement NSPIRE inspection standards for HCV and PBV programs (and Mod Rehab via HQS reference) to October 1, 2025. Regardless of the extension, PHAs must still comply with NSPIRE's carbon monoxide detector and smoke alarm requirements per congressional mandates. It also updates notification requirements for PHAs delaying NSPIRE implementation and explains inspectable areas, standards, variations, and processes under NSPIRE for these voucher programs.

Responding to Extreme Heat in Public Housing - Eligible Expenses and Individual Relief for Excess Utilities Consumption

This notice clarifies that PHAs can use Capital Funds for a broad range of cooling technologies and installation costs in public housing, and explains eligible uses of Operating Subsidy for cooling common areas. It also describes how PHAs have discretion to adopt individual relief policies that let residents avoid surcharges or receive higher utility allowances due to severe or extreme heat. This guidance helps PHAs decide how to protect residents from health risks associated with extreme heat while managing utility costs and compliance with existing regulations.
